Ranchi is Jharkhand's capital. When chemists across India shut their shops on 20 May 2026, ETV Bharat reported that more than 18,000 wholesale and retail medicine shops in Jharkhand stayed closed, which gives a sense of the trade's size. This page is for pharma wholesalers, distributors and stockists in Ranchi: the GST and drug licence offices for the city, and how ValueSoft handles batch-wise billing, expiry and chemist dues.
How is Ranchi's medicine trade organised?
Upper Bazar is Ranchi's main wholesale trading area, with a large number of shops and godowns (ETV Bharat, September 2026). The state's medicine traders are organised in the Jharkhand Chemists and Druggists Association (JCDA). RIMS, the Rajendra Institute of Medical Sciences, is at Bariatu.
Jharkhand's drug licensing is online on XLN, the State Drugs Control Directorate's portal. It also has public pages for retailer and wholesaler details and for cancelled or suspended licences, which is useful when you take on a new chemist as a customer: the Drugs Rules require each wholesale bill to carry the buyer's licence number, so it pays to check that the licence is live.
Which GST and drug licence offices serve Ranchi?
A medicine wholesaler deals with the State tax department and the Central tax (CGST) commissionerate for GST, and with the State drug control office for the wholesale drug licence. In brief, as of 23 October 2026:
GST
State tax. Under the Jharkhand Commercial Taxes Department's jurisdiction notification, Ranchi is in the Ranchi Division, whose Joint Commissioner (Administration) covers Ranchi, Gumla, Simdega, Lohardaga, Latehar, Palamu and Garhwa districts. Ranchi city itself is split among four circles: Ranchi Special, Ranchi East, Ranchi West and Ranchi South.
Central tax. Ranchi district comes under the CGST Ranchi Commissionerate, which covers 21 districts of Jharkhand. The CBIC's Ranchi Zone also includes the Jamshedpur commissionerate and the two Bihar commissionerates, Patna-I and Patna-II.
Wholesale drug licence
Drug licences in Jharkhand are handled online through XLN (xln.jharkhand.gov.in), the portal owned and maintained by the State Drugs Control Directorate, Jharkhand. Wholesale licences are granted on Forms 20B and 21B under the Drugs Rules, 1945. Check the current application steps, documents and fees on the portal before you apply.
What does a Ranchi wholesale bill need?
Rule 65(5) of the Drugs Rules, 1945 says every wholesale supply must be made against a cash or credit memo that carries your name, address and licence number, and shows:
- the date of sale;
- the buyer's name, address and sale licence number (for a hospital, a doctor or a government buyer, their name and address);
- the name of the drug, the quantity and the batch number;
- the name of the manufacturer, and the signature of the competent person under whose supervision the sale was made.
Copies are kept for three years. The same bill is your GST tax invoice, so it also needs the buyer's GSTIN (if registered), the HSN code and the right tax. ValueSoft prints your drug licence number and the buyer's on every bill, and bills each item batch-wise with its expiry and MRP. Not sure how PTR and PTS (price to stockist) are worked out from MRP? Try our PTR / PTS calculator.
GST rules for medicine wholesalers in Jharkhand
- State code 20. Every GSTIN registered in Jharkhand starts with 20. A sale to a buyer inside Jharkhand carries CGST and SGST; a sale to a buyer in another state carries IGST. Jharkhand borders Bihar, West Bengal, Odisha, Chhattisgarh and Uttar Pradesh; a sale to a buyer in any of them carries IGST, and an E-Way Bill is needed when the consignment is worth more than ₹50,000.
- Rate. Since 22 September 2025, drugs and medicines are taxed at 5% GST, apart from those notified at nil rate.
- E-Way Bill. Rule 138 of the CGST Rules asks for an E-Way Bill before goods worth more than ₹50,000 move. For movement inside Jharkhand, the State's own notification sets the limit, so check the current figure with your CA.
- e-Invoice. Needed for B2B invoices, credit notes and debit notes once your aggregate turnover crossed ₹5 crore in any financial year from 2017-18 (from 1 August 2023). At ₹10 crore or more, each one must be reported to the IRP within 30 days (from 1 April 2025).
ValueSoft picks CGST and SGST or IGST from the buyer's state, so the bill and your GSTR-1 match. Use the GST calculator for a quick check on any amount.
