Patna is where a large part of Bihar's medicine trade is bought and sold. Dainik Jagran describes the medicine market on Govind Mitra Road as the biggest wholesale medicine market in Bihar, and chemists from other districts come to Patna to buy. This page is for pharma wholesalers, distributors and stockists in Patna. It covers what your billing software has to handle, which GST and drug licence offices you deal with, and how ValueSoft, from Kala Softech, fits in. Kala Softech's registered office is on Bailey Road, Patna.
Where is Patna's medicine wholesale trade?
Govind Mitra Road, usually called GM Road, is a narrow road that joins Ashok Rajpath on one side with Naya Tola on the other. Retail and wholesale medicine shops sit side by side here. Small chemists from across Patna buy their stock on GM Road, and chemists from other districts of Bihar buy wholesale here too (News18 Hindi, July 2026). When chemists across Bihar shut their shops on 20 May 2026, Dainik Jagran reported that the GM Road market felt the strike most.
Medicine shops are also spread along Ashok Rajpath and Bailey Road and outside IGIMS (Amar Ujala, May 2026). Patna's big hospitals are close to this trade: Patna Medical College and Hospital (PMCH) is on Ashok Rajpath, IGIMS is at Sheikhpura and AIIMS Patna is at Phulwarisharif. A wholesaler here may sell to chemists, doctors, nursing homes and other wholesalers on the same day, so every bill needs the right batch, the right rate and the buyer's details.
Which GST and drug licence offices serve Patna?
A medicine wholesaler deals with the State tax department and the Central tax (CGST) commissionerate for GST, and with the State drug control office for the wholesale drug licence. In brief, as of 23 October 2026:
GST
State tax. Bihar's Commercial Taxes Department divides Patna among three divisions. The Central division has the Patliputra and Patna Special circles. Patna East includes the Kadam Kuan, Patna City East, Patna City West and Patna North circles. Patna West includes the Gandhi Maidan, Patna Central, Patna South, Patna West and Danapur circles.
Central tax. Patna district comes under the CGST Patna-I Commissionerate, one of the two Bihar commissionerates in the CBIC's Ranchi Zone. Patna-I covers 17 districts, including Patna, Gaya and Bhagalpur.
Wholesale drug licence
In Bihar, drug sale licences, including wholesale licences on Forms 20B and 21B, are handled by the Drugs Control Administration. The State Drugs Controller's office is on the 6th floor of Swasthya Bhawan, Sheikhpura, Patna. Since 1 April 2025, new drug licences and renewals in Bihar are applied for online through ONDLS, the Online National Drugs Licensing System (statedrugs.gov.in), as Prabhat Khabar reported.
What does a Patna wholesale bill need?
Rule 65(5) of the Drugs Rules, 1945 says every wholesale supply must be made against a cash or credit memo that carries your name, address and licence number, and shows:
- the date of sale;
- the buyer's name, address and sale licence number (for a hospital, a doctor or a government buyer, their name and address);
- the name of the drug, the quantity and the batch number;
- the name of the manufacturer, and the signature of the competent person under whose supervision the sale was made.
Copies are kept for three years. The same bill is your GST tax invoice, so it also needs the buyer's GSTIN (if registered), the HSN code and the right tax. ValueSoft prints your drug licence number and the buyer's on every bill, and bills each item batch-wise with its expiry and MRP. Not sure how PTR and PTS (price to stockist) are worked out from MRP? Try our PTR / PTS calculator.
GST rules for medicine wholesalers in Bihar
- State code 10. Every GSTIN registered in Bihar starts with 10. A sale to a buyer inside Bihar carries CGST and SGST; a sale to a buyer in another state carries IGST. If you sell to a buyer in Jharkhand, Uttar Pradesh or West Bengal, that bill carries IGST.
- Rate. Since 22 September 2025, drugs and medicines are taxed at 5% GST, apart from those notified at nil rate.
- E-Way Bill. Rule 138 of the CGST Rules asks for an E-Way Bill before goods worth more than ₹50,000 move. For movement inside Bihar, the State's own notification sets the limit, so check the current figure with your CA.
- e-Invoice. Needed for B2B invoices, credit notes and debit notes once your aggregate turnover crossed ₹5 crore in any financial year from 2017-18 (from 1 August 2023). At ₹10 crore or more, each one must be reported to the IRP within 30 days (from 1 April 2025).
ValueSoft picks CGST and SGST or IGST from the buyer's state, so the bill and your GSTR-1 match. Use the GST calculator for a quick check on any amount.
