Multi State GST Registration for Distributors: One Master TRN

GSTN's new Multistate Registration lets distributors apply in several States under one PAN with a single Master TRN. Here is how it works, step by step, and what the advisory still leaves open.

Suppose you run a wholesale distribution business in Gujarat and plan to open godowns or branches in Maharashtra and Madhya Pradesh to supply from there. Until now, you had to type the same business details again in each State's GST registration application. This meant the same PAN and the same basic information, entered again and again.

A GSTN advisory dated 1 October 2026 introduced a new 'Multistate Registration' option. It lets you apply for GST registration in several States or Union Territories at the same time, as long as all the applications are under the same PAN. This speeds up the paperwork, but it does not give you one all-India GSTIN (your GST registration number). Each State's officer still checks the application for that State. Each State can raise queries or reject it, and each State issues its own registration.

This article covers who can use the option and how the Master TRN and State TRNs work. It also gives the steps to apply, what to prepare, and the questions the advisory has not yet answered.

What Is GST Multistate Registration on the GST Portal?

Multistate Registration is a new option on the GST portal. It lets you apply for GST registration in several States or Union Territories (UTs) at the same time, through one process. There is one condition: all the applications must be under the same PAN.

To find it, look for the new 'Multistate Registration' tab on the GST Common Portal homepage. There you pick the States/UTs you need, and the portal generates one Master TRN. TRN means Temporary Reference Number, a reference number for your application. The portal menu also shows a 'Multi-State Registration' link next to the usual 'Register' link.

What it is not

This facility does not give you one all-India registration or a common GSTIN. There is still one application for each State. Each application goes to its own jurisdictional officer, who can raise queries, order a physical check or reject it.

The legal background

Section 25(2) of the CGST Act gives a person a single registration in each State or UT. Its proviso allows a separate registration for each place of business within one State/UT, subject to Rule 11. Multistate Registration does not change this State-wise system. It only brings the start of your State applications into one process. For other recent changes, see our latest GST updates and announcements.

Who Can Use Multi State GST Registration?

For now, only Normal Taxpayers can use the Multistate Registration facility. In simple words, a Normal Taxpayer is a business that takes a regular GST registration, collects tax on its sales and pays it to the government.

This option suits a wholesale distributor or trader with one PAN that needs registrations in several States or UTs at the same time. For example, a Delhi distributor opening godowns in Haryana and Uttar Pradesh together can start all these applications in one go.

What About ISD and Other Registration Types?

An Input Service Distributor (ISD) is an office that receives bills for common services and passes the tax credit on to its branches. The facility covers only Normal Taxpayers, so it appears that an ISD registration still has to be applied for separately. This is not yet clear and may change, so check the GST portal.

The advisory names only Normal Taxpayers. If you need any other type of registration, check the portal or speak to a CA before relying on this route.

Do Not Miss the Deadline

Under Section 25(1) of the CGST Act, you must apply within 30 days of becoming liable to register. Section 24(i) also requires anyone making an inter-State taxable supply of goods to register, whatever their turnover. Some exemptions apply, for example for small suppliers of inter-State services, so check your case with your CA. Confirm your own liability in each State with your CA.

Master TRN vs State TRN: What You Enter Once and What You Fill In for Each State

A TRN (Temporary Reference Number) is the number the portal gives your application before any GSTIN is issued. With Multistate Registration, you work with two kinds of TRN.

Master TRN: common details, entered once

After you pick your States/UTs on the Multistate Registration tab, the portal generates one Master TRN. Under it, you fill in the Common Registration Information (CRI) only once. The CRI is the set of details that stay the same in every State.

State TRN: one for each State/UT

Once you submit the CRI, the portal creates a separate TRN for each State/UT you selected. The common details are filled in automatically, and you can still edit them there. The advisory says this cuts repeated data entry.

Aadhaar authentication and place-of-business details are still handled State by State. PPoB means your main business location in that State. APoB means any other location there.

  • Promoter/Partner details

  • Authorised representative
  • Goods and Services
  • Principal Place of Business (PPoB)
  • Additional Place of Business (APoB)
  • State-specific Information
  • Aadhaar authentication
Each State application is decided by that State's jurisdictional officer.

That officer can raise queries, order a physical check or reject the application.

How to Apply for GST Multistate Registration: Step-by-Step

Here is the application flow as the advisory describes it. Keep your business and promoter details ready before you begin.

  1. Open the option. Go to the GST Common Portal. Click the 'Multistate Registration' tab on the homepage, or click the 'Multi-State Registration' link in the menu next to 'Register'.
  2. Pick your States. Select every State/UT where you need registration. The portal then generates one Master TRN (Temporary Reference Number) for the whole application.
  3. Fill in the common details once. Enter the Common Registration Information. This covers Business Details, Promoter/Partner details, Authorised signatory, Authorised representative, and Goods and Services. Then submit the Master TRN. The advisory says you must do this within 15 days.
  4. Check each State TRN. The portal creates a separate TRN for each State/UT you selected, with the common details already filled in. Review them carefully. If a detail needs changing for one State, edit it in that State's TRN.
  5. Add the State details. In each State's TRN, add the Principal Place of Business (PPoB), which is your main business address in that State. Also add any Additional Place of Business (APoB), such as a godown, and the State-specific Information. Then complete Aadhaar authentication for that State.
  6. Wait for each officer's decision. Under Rule 9 of the CGST Rules, each State's proper officer reviews that State's application. The proper officer is the GST officer in charge of your area. The officer may ask for clarification in Form GST REG-03, approve the application with a certificate in Form GST REG-06, or reject it in Form GST REG-05.

After You Apply: Queries, Rejection and Running Each State GSTIN

What if one State raises a query or rejects my application? Each State application goes to its own jurisdictional officer, meaning the GST officer for that area. That officer can raise queries, order a physical check of your premises or reject the application.

Under Rule 9 of the CGST Rules, each State's proper officer reviews only that State's application. The officer may ask for clarification in Form GST REG-03, approve it with a registration certificate in Form GST REG-06, or reject it in Form GST REG-05. A query from one State is about that State's application only, so reply to each officer separately.

Each State GSTIN Is a Separate Person

Under Section 25(4) of the CGST Act, a person with more than one registration is treated as a distinct person for each registration. So every State GSTIN you open through the multistate route is a separate person under GST law, even with the same PAN.

For distributors, plan to keep invoicing, stock and GST records separately for each State GSTIN. Ask your CA how transactions between your own GSTINs should be handled.

ValueSoft GST billing and return filing software works out CGST/SGST or IGST automatically on invoices and prepares GSTR-1 and GSTR-3B-ready reports from your bills. Its multi-godown module tracks godown-wise stock for distributors, with transfers between godowns and branches.

Checklist Before You Start, and What the Advisory Does Not Yet Answer

Preparation checklist

  • Common details (filled once): Gather your Business Details, Promoter/Partner details, Authorised signatory, Authorised representative, and Goods and Services. Together, these are called the Common Registration Information (CRI).
  • For each State: Keep ready the Principal Place of Business (PPoB, your main office in that State) and any Additional Place of Business (APoB, such as a godown). Also prepare the State-specific information and decide who will complete Aadhaar authentication.
  • Documents: The advisory does not publish a separate document list. Check the upload requirements on the portal and confirm them with your CA.
  • Timing: The Master TRN must be submitted within 15 days. Collect every partner's or promoter's details before you start.

Questions the advisory leaves open

  • Missed 15-day limit: The advisory does not say what happens if this limit runs out.
  • Edits to common details: It does not say whether a change made in one State's TRN is copied to the other States. Check every State TRN separately.
  • Existing GSTIN holders: It does not say whether a business already registered in its home State can use the facility only for its new States.
  • ISD registration: The facility covers only Normal Taxpayers, so an Input Service Distributor registration appears to need a separate application. This is not confirmed and may change. Check the GST portal.

One Start, Many States

Multistate Registration cuts down repeated typing for a distributor expanding into new States under the same PAN. You get one Master TRN and fill the Common Registration Information (CRI) only once. CRI is the set of details shared by all your State applications. The limits stay the same, though. Each State is still a separate application, reviewed by its own officer, and leads to its own GSTIN, which counts as a distinct person under GST. You must still complete the principal and additional place of business details, State-specific information and Aadhaar authentication for every State.

Watch the GST portal for further GSTN clarifications on the open questions. Plan State-wise compliance and keep separate records for each GSTIN from day one, and speak to your CA about your own case. To see how ValueSoft handles GST billing, book a free demo on kalasoftech.com.

Frequently asked questions

Will Multistate Registration give me one GSTIN for all the States I apply in?

No. The facility does not create one all-India registration or a common GSTIN. There is still one application per State, and each goes to its own jurisdictional officer. Under Section 25(4) of the CGST Act, each State GSTIN you hold is treated as a distinct person under GST law.

Do I still need Aadhaar authentication and place of business details in every State?

Yes. Each State's TRN still needs its own Principal Place of Business (PPoB), any Additional Place of Business (APoB), State-specific Information and Aadhaar authentication. Only the Common Registration Information is entered once under the Master TRN. This covers business details, promoter or partner details, authorised signatory, authorised representative, and goods and services.

If a query is raised or my application is rejected in one State, what happens to the others?

Each State's application is reviewed separately by that State's proper officer under Rule 9 of the CGST Rules. That officer can ask for clarification in Form GST REG-03, approve the application with a certificate in Form GST REG-06, or reject it in Form GST REG-05. The officer can also order a physical check. You should therefore track and reply to each State's application on its own.

I already have a GSTIN in my home State. Can I use Multistate Registration just for my new States?

The GSTN advisory does not answer this. It does not say whether a business that already holds a GSTIN in its home State can use the facility only for its new States. Until GSTN clarifies this, check the GST portal or speak to your tax adviser before you apply.

Can Input Service Distributors or other taxpayer types use Multistate Registration?

For now, only Normal Taxpayers can use the Multistate Registration facility. Because of this, it appears that an Input Service Distributor (ISD) registration still has to be applied for separately. The advisory does not state this directly.
